Subject: Report on the British Naval air trials unit at Clark field
From: Lt (A) P.R. Phillips, R.N.V.R.
Date: 19th July, 1945
To: Flag officer Naval Air Pacific

On May 14th 1945, two L.F. III Seafires, Nos. NN610 and NN611, were flown from H.M.S. Chaser to Clark Field, Luzon, to take part in trials with captured Japanese aircraft, operated by Technical Air Intelligence Unit.
On arrival it was found that the captured aircraft were not ready for the trials, but at the end of a week a Jack (the only one so far captured) and a Judy 33 were ready. These aircrafts were both flown once for Recognition Photographs, but, unfortunately, both were destroyed on the ground, when a B24 crashed into them and burst into flames. Both Seafires were damaged and all of the Seafires spares were destroyed in this accident, but further spares were obtained from H.M.S. Unicorn at Leyte, to enable the Seafires to continue operating.
2. Three Franks, two Tojos, two Nicks, a Betty, a Jill, and a George 11 were rebuilt in the course of two months, unfortunately the George, both Tojos, and one of the Franks crashed on landing, due to weak landing gear and poor brakes, while the Betty was found one morning sitting on two oil drums, its landing gear having collapsed during the night.
3. The only fighter aircraft which remained serviceable long enough to take part in the trials was one of the Franks. A separate report on this trial is attached.
4. Trials were started with Tojo and Nick, but were not completed as both aircraft became unserviceable in the air. The maintenance problems on the Japanese aircraft were numerous and repair difficult, as no two planes of the same type had directly interchangeable parts.
5. Other types of Japanese aircraft at Clark Field included Dinah, Irving, Zeke, Oscar, Tony, Peggy, Tabby and Thelma, but were not flown.
6. American aircraft taking part in the trials were the P51 and F.6.F. both which were inferior to the Seafire below 10,000ft.
7. Major Nelson-Gracie R.M. who was in charge of the British Unit left to take up a new appointment at the end of one month. In consequence, when there was no opportunity fir further trials, one of the Seafires was flown to Ponam on the 15th July, while the other was left at Samar with the Maintenance Party.
8. Although the trials were not as successful as was hoped, there was ample opportunity to study the construction, appearance, maintenance problems and general condition of many types of Japanese aircraft. A report on the air engineering aspects could be obtained from Lt. (A) A.G. Parry, R.N.V.R. A.E.O. of the British Trials Unit.
9. Some excellent flight photographs were obtained, and these have been handed over to the Staff Intelligence Officer for transmission to the R.N./R.A.N. Recognition School, to whom they will be most valuable.

Report on trials between Frank 1 and the Seafire L.F.III at Clark Field, Luzon - 29/6/45.

The aircraft tested was a standard Japanese Frank 1, captured in fair condition and repaired at Clark Field. During the trial, the constant speed unit became faulty and full power could not be maintained due to the engine racing. Throughout the trial, the Frank was limited to 250mm manifold pressure and 2900 r.p.m., as the engine had only run eight hours.
Neither aircraft carried any ammunition, but were operationally serviceable in all other respects.

Performance.
Comparative level flight speed runs were made at 5,000, 15,000 and 20,000 feet.
At 5,000 feet, cruising at 180 Kts, the Frank opened up to 250mm and 2900rpm. The Seafire was able to formate easily in the acceleration until a speed of 230 kts IAS was obtained, the Seafire using plus 11 1/2 lbs boost and 2650rpm, when the Frank's CSU failed.
The Frank then climbed, using the same settings, from 180 kts at 5,000 feet to 10,000 feet at its estimated best climbing speed of 160 mph. The Seafire climbed in formation using plus 6 lbs at 2650 rpm throughout.
Re-assuming cruising speed at 10,000 feet the climb was resumed to 15,000 feet the Seafire formating at 140 kts using plus 2lbs at 2850rpm. (Maximum available boost at 2850rpm was plus 6 lbs.)
The Frank then accelerated at 15,000 feet still using 250mm and 2900 rpm, until a speed of 205 kts IAS was attained, when the CSU again failed. At this stage the Seafire was using plus 6 lbs at 3000 rpm. On applying full available boost (plus 8 lbs) the Seafire attained a speed of 220 kts IAS.
The climb was resumed to 20,000 feet, but as the Seafire was still holding the Frank, full boost was applied at 3000rpm, (plus 6 lbs, falling to plus 3 1/2 at 20,000 feet) and the Seafire climbed at 100 kts IAS. 20,000 feet was reached approximately 45 seconds before the Frank. (The Seafire used was able to climb to 10,000 feet from take off in two minutes and fifty seconds.)
Acceleration was again tried at 20,000 feet, but the Frank's CSU again failed when top speed was almost attained, the Seafire drawing ahead at 218 kts IAS with plus 4 1/2 lbs and 3000 rpm (Maximum power available).
Maximum rates of turn were tried at 5,000 feet, speed 180 to 160 kts, the Seafire outturning the Frank fairly easily, although the Frank's rate of roll was 25% better.
The Frank's controls do not stiffen at high speeds as much as other Japanese fighters but it is still inferior at high speed maneouvres.
The combat flaps do not appear to improve Frank's manoeuverability to any appreciable extent.
As is the case with most Japanese aircraft, considerable vibration and rough running of the engine was encountered when high boost was maintained for any length of time.
It must be remembered that the Frank was not using full power, and that top speeds cannot be assessed for the setting used, due to the propeller overspeeding.
A full description of the appearance and theoretical performance of Frank 1 can be found in TAIC Summary No.22, dated January 1945.

Conclusions
Although the Frank1 is not as maneouverable as the earlier Japanese fighters, pilots should still take advantage of high speed performance superiority when engaging it in combat.
Its top speed would be about 330 mph at sea level, 400mph at 20,000 feet and 380mph at 30,000 feet when fitted with the Ha.45, Model 21 engine. All figures should be reduced slightly when the Model 12 engine is installed. Frank's armament is still 2 x 20mm M.G. in the wings, carrying 150 rounds for each gun, and two 12.7mm M.G. firing through the propeller, carrying 350 rounds. Frank has been reported carrying a fixed tail gun, firing aft.
Trim Tabs, elevator only, effective.
Fowler type flaps, 0, 15, 30 degrees.
Climb angle is not steep, and normal in all respects.
Control forces are not heavy.
Handling good up to 270 mph but is too heavy at 300 mph.
Gentle stall. Clean at 109 mph, landing gear and flaps down, 90 mph.
Vision is poor, due to the narrow cockpit and forward position of the pilot's seat.

TAIC SUMMARY NO. 22
January 1945

NEW JAPANESE ARMY FIGHTER
FRANK1

title

FRANK 1
"Type 4" Single Engine Army Fighter (Ki 84)

Summary:
FRANK 1 is the most outstanding Japanese Army fighter yet developed. Self-sealing of all fuel and oil tanks, adequate armor, heavy firepower, and a maximum speed in the 420 mph class make this fighter far more formidable than OSCAR, TONY, or TOJO.

1

General:
Previous recognition information on FRANK has been meagre and conflicting and it was not possible to clearly define its appearance and design features. Recently, however, a number of crash examinations from the Philippines, together with a further investigation and evaluation of the China crash, have made possible the production of working drawings that show conclusively that FRANK 1 does definitely resemble both OSCAR 2 and TOJO 2. The wing structure is similar to that of OSCAR and the fuselage and tailplane closely resemble TOJO. FRANK may be considered as the replacement of TOJO.
Both the Ha 45 Model 12 and the Ha 45 Model 21 engines have been fitted to crashed FRANKs, with the latter chiefly found. It is not clear at the moment if the Japs consider FRANK with the Ha 45 Model 12 engine as Model 1 and the installation with the Ha 45 Model 21 engine as the Model 2. Until further clarification of this point, the basic FRANK 1 will be carried with both engine versions.

Airframe:
The wings and fuselage of FRANK 1 are apparently of normal design, being all-metal, flush-rivetted and of cantilever construction.
Standard Japanese practice has been to center their production on well designed but relatively lightly constructed airframes; the general construction of FRANK, however, is unusually strong. Of particular interest is the heavy main spar built up to extruded aluminum angle pieces 1/2” thick into an I-beam design. At the inboard side of the leading edge wing tank, the main spar measures 10 1/2” high, 3 3/4” wide at the top, and 4” wide at the bottom. The wings and fuselage appear to be integral. Previous reference to laminar flow wings being installed on FRANK has been made doubtful by crash examination.
Of additional interest is the absence of corrosion preventative finishes. Neither lacquer nor anodizing has been applied to the interior surfaces.
Control surfaces are conventional, being of metal framework covered with fabric. Similar to TOJO, the horizontal fin and elevators are set well ahead of the rudder hinge line.
The bubble-type canopy incorporates a plexi-glass windshield (Figures 5 & 6)
In other respects, it is similar to that used on OSCAR. Earlier POW reports stated that bullet-proof glass was installed in the windshield, but this has not been confirmed by crash investigation.
A cylindrical fuel cooler is installed under the starboard wing root and measures 3” diameter by 14” long.

2-34
5-6

Flaps - The flaps are Fowler type, actuated hydraulically.

Undercarriage - The main landing gear is hydraulically operated and retracts upwards and inwards near the leading edge. The main wheels are 24 1/2” in diameter and 8” wide.
The tail wheel is retracted hydraulically and is fully enclosed. The aerol-type tail strut is fixed at one end to the bottom of the fin while the other end attaches to the fork-type wheel strut. For retraction, the aerol strut is hinged in the middle and incorporates a lock which fastens the hinged joint in the wheel down position. The entire gear is placed to the rear of the horizontal stabilizer.

Fuel Tanks:
Although data is incomplete, all evidence points to the use of a total four wing tanks and one fuselage tank just abaft the pilot. Two of the wing tanks are located close inboard on either side of the fuselage about mid-way along the chord line, while the other two tanks are located in the leading edge of either wing, just outboard of the 20mm cannon.
All fuel and oil tanks are constructed with self-sealing, 3-ply rubber coating approximately 1/2” thick. Total fuel capacity, including two jettisonable wing tanks estimated at 87 gallons each, is approximately 360 U.S. gallons.

Engine:
Crash reports have indicated the use of both the “Ha 45, Model 21” and the “Ha 45, Model 12” engines, with the Model 21 predominating. The Model 21 has a take-off rating of 1970 h.p. while the Model 12 has a take-off h.p. of 1825.
A hucks type starting dog protrudes from the large, blunt spinner. Exhaust stacks are grouped singly and in pairs and in such a way that the top cylinder exhausts are brought down on each side of the fuselage, preventing blinding of the pilot at night.

Propeller:
FRANK 1 is equipped with a four-blade, constant-speed electric propeller of 10.2’ diameter. Full feathering brush rings were found installed but not operational which indicates that this same type of propeller is used on a twin engine plane. It is believed that the propeller bears the Japanese designation “PE 32” which is a Ratier type.

Armament:
FRANK has heavy firepower for a Japanese fighter, but does not carry the heavy calibre armament previously indicated by POW. Two type 1, 12.7 mm machine guns are fitted in the upper engine cowling and fire through the propeller arc, and a new type, know as “Ho 5”, 20 mm cannon is fitted in either wing. (Figs. 8 & 9)
This new gun is of the same type as the one used in PEGGY and (according to documents) has a rate of fire of 800 rounds/minute, a muzzle velocity of 2410 feet/second, and a basic gun weight of approximately 80 lbs. Disintegrating clip ammunition is used. More complete information on the comparative performance of the “Ho 5” with our own aircraft weapons will be found in a later TAIC summary.
A “Model 3” reflector sight with a new type of reticule is installed.

Armor:
Preliminary reports indicate that the armor installation on FRANK is similar to that found on OSCAR. Three pieces of 1/2” plate are located behind the pilot. The largest piece found is slightly dished and measures 18 1/2” x 28 3/4”; this is mounted directly behind the pilot’s seat. See Figures 10 and 11. Two smaller head pieces measure 10” x 8” each, and are installed as a unit, one behind the other above the back plate. One of the smaller plates is thought to be vertical while the other one is mounted at an angle.
Rubber is used around the armor-mounting holes to avoid metal-to-metal contact with mounting bolts.

10-11

Bomb Racks:
Provision has been made on the underside of FRANK’s wing for the attachment of drop fuel tanks outboard of the 20 mm. wing guns. It is considered probable that one bomb, up to 100 kg. size, may be carried under each wing in place of the jettisonable tanks. One report states that the installation of auxiliary tanks prevents the use of the wing guns; so far this is unconfirmed. Bomb rack release is by electric solenoid.

Miscellaneous:

Oxygen Equipment - FRANK is provided with a three-cylinder oxygen generator located aft of the pilot.

Radio - Crash investigation reveals that this plane carries a “Type 4, Model 1, No. 3” radio set.

PILOT'S EVALUATION
The FRANK (Ki 84) was flown by an Allied field grade pilot and the following is taken from his report.

Cockpit layout is, in general, satisfactory, with the engine and flight instrument being fairly well grouped.

This airplane was flown on sod only. Taxi and ground handling in general is poor due to poor brakes and difficulty in getting tail wheel to castor. It taxies well in a straight line with no tendency for tail to come up.

Takeoff is normal with little tendency to swing. Tail comes up readily which improves forward vision.

Climb angle is not steep and is normal in all respects. Control forces are not heavy, however no extended climbs at high power were made due to the fact that a new engine had just been installed in the plane.

Handling and control of this airplane is good at all speeds from the stall up to 270MPH. Elevators are on the heavy side at all speeds. Ailerons are excellent up to 275MPH; however, at 300MPH they are too heavy. Rudder is mushy at low speed for angles near neutral, although it is satisfactory at 300MPH. The airplane was right wing heavy and yawed to left.

Due to lack of trim tabs, airplane could not be trimmed for hands-off flight. However, for flying in general, the longitudinal, directional and lateral stability appears to be positive both dynamic and static.

Rolls, Immelmans and turns are executed with ease at normal speed; however, at 300MPH ailerons are too heavy for good maneuvering.

Vision is poor for taxing, takeoff, climb, level flight and landing. This is due to narrow cockpit inclosure, and rearward position of pilot's seat in airplane.

The approach and landing are good. The airplane is easy to land with all oleos being soft.

 No tactical data obtained.

In general, this is an easy airplane to fly.

(1) Its good features are:
 a. Good stability
 b. Balanced and effective controls at normal speeds.
 c. Simple cockpit arrangement.
 d. Good takeoff and landing qualities.
 e. Good stalling characteristics.

(2) Its poor features are:
 a. Lack of vision
 b. Lack of head and leg room.
 c. Poor brakes and poor rudder brake action.
 d. heavy controls at high speed.
