Do you have the link to the source which states Ki-43-II max speed 1000-6000m pls?
The other source had a table with only 6000-10,000m speeds

Im interested because
A6M3 has 520km/h at 3250m , 541km/h at 6000m
Ki-43-II has 504km/h at 3340m , 515km/h at 6000m
In theory it should have 531km/h at 6000m
Since Sakae 21 and Ha-115 have identical power curves.

This is the one rare time where Japan uses WEP for Ki-43-III speeds since Ha-115-II was actually designed to use WEP with its water / methanol boost
Ki-43-I / Ki-43-II would only have like 1 min of WEP use which is impractical and thus military power is used. This becomes obvious when the Ha-115 is rated at 6800m but the max speed is listed at 6000-6100m instead and without being less draggy and its Ha-115-II offers roughly same military power at 6000m as Ha-115 which leads to the only explanation of WEP being used here.

Partially i bet some of its because of the improved nose design. Early A6M5 for example only had 545km/h max speed at 6000m , 7:27 to 6000m
Then the engine cylinders recieved an exhaust pipe each and were faced towards the rear which gave the A6M5 a little 'rocket' boost which boosted its performance to 565km/h at 6000m , 7:01 to 6000m
